Car accidents mediation involving vehicles with foreign registration in the Republic of Kazakhstan

Abstract

Within the framework of the Eurasian Economic Union established on May 29, 2014, as well as the framework of the Customs Union, the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation striving to develop a single economic space, arrange conditions for the free movement of goods, services, capital and labor, and implement a coordinated monetary policy. This has led to the development of interaction between the countries, as well as affected the increase in the number of foreign cars on the territory of the member states. Currently, the EAEU consists of five member-states: the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic and the Russian Federation.

After the introduced policy of legalization of foreign cars in 2022, more than 37.6 thousand foreign cars were registered and legalized in the Republic of Kazakhstan as of March 30, 2023, and since 2010, about 2.13 million cars with foreign registration crossed the border of Kazakhstan, with reference to the warranty to authority and dispose.

The most quasi legal scheme of the illegal vehicles importation into Kazakhstan is temporary importation. Since the beginning of 2019, almost 122,000 cars have been imported using this loophole. More than 4,000 Russian cars are now moving on the country's roads. And now, after many years, the authorities have decided to deal convincingly with the problem. On January 12 of this year came into a force a ban on vehicles insurance with foreign registration.

   The only remedy for this is to legalize vehicles, but its price is high, and there are certain age and origin restrictions.
