The Impact of Azerbaijan's Energy Policy on European Energy Security
Abstract
Azerbaijan's oil and gas policy has exerted multifaceted and significant influences on the global energy security system. This policy, by virtue of its role in energy production, supply, and exchange, has made the country one of the key actors in the region and the world. First and foremost, this policy has played a significant role in shaping regional and global energy flows by ensuring the diversification of energy resources. "One of the main factors influencing geopolitical objectives around the world is precisely the safe delivery of energy and hydrocarbon reserves to world markets. In this sense, the export routes of hydrocarbon reserves from Central Asia and the Caspian basin, and which countries' territories these lines pass through, carry very important geopolitical significance" [3, p.6]. Major projects implemented in this area — particularly pipelines such as Baku–Tbilisi–Ceyhan, Baku–Tbilisi–Erzurum, TANAP, and TAP — have served to diversify energy routes and reduce energy dependency. Such pipelines do not merely bring Azerbaijan's energy resources to the world market; they simultaneously help enhance environmental security. The international partnerships and energy investments Azerbaijan has engaged in have increased the country's influence in strengthening energy security, leading to recognition of Azerbaijan's exceptional role in discussions related to energy transit. This approach further strengthens Azerbaijan's geopolitical position, opens new perspectives for international cooperation, and deepens the country's relations with strategic allies concerning its foreign policy. The oil and gas sector positively impacts the national economy, leading to the creation of new jobs, acceleration of economic development, implementation of social projects, and modernization of infrastructure. Furthermore, Azerbaijan's energy resources strengthen its position in global markets and consolidate effective diplomatic relations with other countries. These processes simultaneously expand opportunities to update and further broaden the country's strategies in the energy field, stimulate the application of new technologies and efficient use of existing resources, and increase prospects for expanding Azerbaijan's energy policy and optimizing it on an international scale. For this reason, Azerbaijan's strategic energy approaches also encourage deepening cooperation with regional partners and implementing new energy projects.
