According to this system children and young people must have an equal right to education, regardless of diversities such gender, social and cultural background, accommodation, or any special needs. All public education in Norway is free of charge, in some cases kindergartens have parental fees. The main target of the education is planned in a lifelong learning perspective, related to meet changes in society constructively.
