The Role of FinTech in Cross-Border Financial Risk Management: A Case Study of China Bohai Bank

Abstract

This article examines the relationship between digital infrastructure and AI-assisted cross-border risk monitoring through a documentary case study of China Bohai Bank. It compares the Bank's 2025 interim and annual disclosures, distinguishing reported facts, calculated changes and proposed mechanisms. The Hong Kong Branch's reported assets increased from HKD18.3 billion at mid-year to HKD21.689 billion at year-end, approximately 18.5%. Bank-wide technology investment was RMB1,274 million for the year; the disclosures record completed infrastructure projects alongside AI risk-analysis applications still in pilot phases. These findings support a distinction between infrastructure readiness and demonstrated AI effectiveness. The article develops three propositions: integration may account for gains attributed to AI; alert quality depends on review capacity and decision deadlines; and different risk horizons require different analytical methods. Proposed applications are matched to cross-border payment review, the Bank's own foreign-exchange exposure controls and onshore-offshore customer review. A three-condition evaluation design separates existing rules, integrated data with rules, and integrated data with rules and AI. Public evidence supports the institutional analysis but cannot establish detection accuracy or causal loss reduction. The contribution is a case-grounded explanation of where incremental AI value should be sought and how it could be tested.
