Abstract

The digital modernization of public administration in the Republic of Kazakhstan has currently become one of the most important directions of the country's development strategy. This process goes far beyond the simple introduction of technology; it involves fundamental changes aimed at increasing the efficiency of public services, reducing administrative barriers, lowering corruption risks, and improving the quality of life for citizens.

The year 2026 is a particularly significant period for Kazakhstan. President Kassym-Jomart Tokayev declared 2026 the Year of Digitization and Artificial Intelligence. He announced this in his New Year address and signed the relevant Decree. This decision has launched a new stage in the full-scale digital transformation of the public administration system. [1]

The digital renewal of the public administration system is one of the strategic directions for modernizing the state. In the context of current globalization and technological development, digitization has become the main tool for improving the efficiency of public administration, enhancing the quality of services, and strengthening mutual trust between the state and society. This process encompasses not only technical upgrades but also a systemic transformation of governance philosophy, institutions, and decision-making methods. The increasing complexity of socio-economic processes requires viewing digitization as a strategic factor for sustainable development.
