İnternational relations and correlation of environmental and political security risks

The paper is devoted to the study of negative impacts of environmental problems, incuding adverse effects of the global climate change and in some cases climate change combat measures to the political security system and international relations. Moreover, in the paper there’s introduced a new notion of "Climate Conflicts Vulnerability İndex" (CCVİ) as a metrics tool for assessment of correlation between environmental and another risks, aiming to mitigate and exclude their negative effects to the environmental and political security systems. Calculated with a special formula (1) here below, CCVİ determines a degree of propensity or predisposition of some country or their union to be negatively impacted by the climate conflicts as direct and indirect consequences of the global climate change.
Moreover, the paper analyzes the risks of climate conflicts in the regions of the South Caucasus and the Caspian basin, as well as role of institutions of international cooperation towards prevention of such risks.
