Abstract

The article substantiates the importance of the development of local self-government, as well as describes its main directions in European countries. The author pays special attention to the problems of civil society, the implementation of the main models of local self-government and the involvement of the population in decision-making processes at the local level. In addition, the issues of efficiency and effectiveness of local governments in the countries of the European Union are identified, as well as the need to develop institutions of local government ombudsmen. This experience should be applied by the Republic of Kazakhstan in the process of developing its own system of local self-government.
