This article examines the contemporary challenges and future prospects of personnel policy in the public sector of the Republic of Kazakhstan. The study outlines key issues affecting human resource (HR) management, including the recruitment and retention of qualified civil servants, the development of leadership skills, and the creation of a supportive organizational culture. It highlights Kazakhstan’s ongoing reforms to optimize public administration, emphasizing the need to enhance strategic HR planning, digitalize personnel processes, and refine evaluation mechanisms. The article also discusses the critical role of higher education institutions in preparing skilled professionals for government positions, illustrating how modern requirements—such as digital competency and international best practices—shape university curricula. Based on a synthesis of academic research and official governmental documents, the article proposes practical recommendations for transforming the public sector workforce, such as integrating innovative technologies, adopting flexible career trajectories, and promoting merit-based incentives. The findings underscore that an effective personnel policy, rooted in transparency and innovation, serves as a foundational pillar for achieving the country’s strategic goals, stimulating socio-economic development, and ensuring the delivery of high-quality public services.
