Institutional Transformation of the Cultural Sector in the Context of the Formation of the Ulytau Region

This article examines the institutional transformation of the cultural sector in the region following the establishment of the Ulytau Region in 2022. Based on a comparative-dynamic method, statistical indicators from 2019 to 2026 are analyzed to identify key structural shifts before and after the region’s administrative creation.
The formation of the Ulytau Region served as a catalyst for reorganizing cultural management entities, establishing specialized mechanisms for historical and cultural heritage protection, founding new cultural organizations, and expanding overall cultural infrastructure. Consequently, the establishment of the region is evaluated not as the sole cause of transformations in the cultural domain, but as a critical accelerating factor for institutional change.
