HAYDER ALIYEV AND EDUCATION REFORM IN AZERBAIJAN
Abstract
After the independence of the Republic of Azerbaijan, it was necessary to make serious changes in the field of education as well as politics and economy, and large-scale reforms were started. In order to raise education to the level of modern standards, the national leader Heydar Aliyev created the State Commission for reforms in the field of education in the Republic of Azerbaijan and approved the "Reform Program in the field of education of the Republic of Azerbaijan" with the Order signed on June 15, 1999.
Since the current state of the previous education system did not meet the requirements of the day, it was important to carry out reforms in this area. The approved program envisaged the implementation of radical innovation in the content, structure, management system and economy of the education system as a whole. In order to ensure its future, the society had to achieve a high level of training of the new generation, and therefore education had to become a highly developed field.
In this regard, the main goal of the reform program implemented in this regard is to maintain and develop the potential accumulated in pre-school, secondary, higher, post-higher education vocational and corresponding additional education levels, to create the relevant normative legal framework that regulates the education system, the Republic of Azerbaijan The requirements established in the Constitution and Education Law were to implement the state policy based on the democratization of political, economic and social life. For this, a number of important principles were determined, which include the principles of democratization, humanization, integration, differentiation, individualization, and humanitarianization.
