Abstract

The diversification of Kazakhstan's economy relies significantly on the strategic development of non-extractive sectors, notably tourism. A critical prerequisite for effective tourism planning, infrastructure investment, and sustainable destination management is the accurate forecasting of tourism demand. This article comprehensively investigates the theoretical, factor-based, and methodological foundations of tourism demand forecasting tailored to the unique economic and geographical context of Kazakhstan. Despite the growing importance of the tourism sector, a noticeable scientific gap exists in the systematic application of advanced predictive modeling for domestic and international tourist flows within Central Asia. The primary objective of this study is to develop a robust methodological framework for forecasting tourism demand in Kazakhstan by identifying the core determinants and evaluating applicable statistical and econometric models. Through a critical synthesis of existing literature, this study systematically classifies economic, demographic, geographical, institutional, and geopolitical factors influencing tourism. The study reviews a spectrum of forecasting methodologies, ranging from traditional time-series models (ARIMA) and econometric approaches (panel data, gravity models) to advanced machine learning techniques, comparing their predictive accuracy and suitability under conditions of data scarcity and structural volatility. An integrated, reproducible forecasting framework is proposed, delineating dependent variables, explanatory indicators, and data validation procedures. The findings emphasize that regional heterogeneity, extreme seasonality, and transitional institutional environments necessitate hybrid forecasting models. Practical recommendations are formulated for national tourism authorities, destination management organizations, and policymakers to improve data infrastructure, implement scenario-based planning, and optimize resource allocation. This research contributes to the academic discourse on tourism economics and provides actionable insights for enhancing the strategic management of Kazakhstan's tourism industry.
