Abstract

Article examines public-private partnership as a tool for developing infrastructure and improving the quality of public services. International experience with public-private partnerships has been examined, drawing on examples from the United Kingdom, France, and China. The legal framework governing public-private partnerships in the Republic of Kazakhstan has been analyzed, alongside the dynamics of fixed capital investment for the 2023–2025 period. A SWOT analysis was conducted, identifying the strengths and weaknesses of the current system, as well as the opportunities and threats regarding its development. Key issues have been identified regarding the assessment of long-term budgetary commitments, risk allocation, the transparency of procedures, and the monitoring of agreement implementation. Based on this analysis, measures have been proposed to improve public-private partnership mechanisms, taking into account both international experience and national specifics. It is concluded that the further development of PPPs in Kazakhstan should be aimed at improving the efficiency of resource use, the quality of infrastructure, and the public significance of the projects being implemented
