Abstract

With the differentiation of learning needs and the development of digital communication technologies, the scope of  distance learning is changing dynamically. For this reason, explaining the scope of open and distance learning becomes important in terms of effective and functional use of  distance learning opportunities. In order to determine the scope of a notion, it is necessary to explain all the meanings, entities and effects within the frame of that notion. In this context, the aim of this study is to define the scope of  distance learning in the sense of digital communication technologies. This research is a qualitative case study conducted by reviewing method. As a result of the searches; it has been revealed that in the 21 century, learning has become a communication process; the goal of  distance learning is to deliver these communication processes to each person who wants to fulfil their learning needs, at the desired time and space, with individualized learning opportunities and interactive environments. In this context; the scope of o distance learning is the design of these communication processes. In brief, it was concluded that the scope of distance learning is enriched with every technological development and the dynamic structure of the scope is the most important element in terms of learning
