Abstract

The history of office work, or records management, reflects the evolution of administrative systems across world civilizations and demonstrates how written documentation became a foundation of governance. The earliest examples emerged in ancient Mesopotamia, where Sumerians recorded economic and administrative data on clay tablets, laying the groundwork for systematic documentation. In ancient Egypt, the invention of papyrus and the formation of a large scribal corps made written records essential for state administration, taxation, and diplomacy. China further advanced this domain with the invention of paper and the development of highly organized bureaucratic structures that relied heavily on written orders, reports, and archival preservation. During the Middle Ages, both in the Arab Caliphate and in European kingdoms, office work became more structured. The “Diwan” system in the Islamic world regulated state correspondence and financial records, while in Europe, churches and royal chancelleries established archives to keep legal, economic, and territorial documents. The early modern period strengthened standardization, especially in European states and the Russian Empire, where unified principles for drafting, registering, and preserving documents were introduced. The 19th and 20th centuries saw rapid expansion of office work due to industrialization and the growth of administrative institutions. The invention of the typewriter, reproduction technologies, and later, official standards such as the Soviet GOST system, improved efficiency and uniformity in documentation. In the 21st century, global office work has shifted toward digital formats, incorporating electronic signatures, automated document flows, digital archives, and cloud systems. Countries such as the United States, Japan, South Korea, and members of the European Union lead in implementing modern electronic governance tools. Overall, the worldwide development of office work demonstrates a continuous progression from primitive record-keeping systems to sophisticated digital documentation technologies. This evolution has played a decisive role in enhancing administrative efficiency, strengthening state governance, and ensuring the preservation of historical and legal information
